Governments failing to address 'global pandemic of untreated cancer pain'

ScienceDaily (Sep. 28, 2012) ? Governments around the world are leaving hundreds of millions of cancer patients to suffer needlessly because of their failure to ensure adequate access to pain-relieving drugs, an unprecedented new international survey reveals.

The new data, released to the public during the ESMO 2012 Congress of the European Society for Medical Oncology in Vienna, paints a shocking picture of unnecessary pain on a global scale, said Prof Nathan Cherny, lead author of the report from Shaare Zedek Medical Center, Jerusalem, Israel, Chair of the ESMO Palliative Care Working Group.

"Unrelieved cancer pain is a cause of major worldwide suffering, not because we don't have the tools necessary to relive pain, but because most patients don't have access to the essential pain-relieving medication," Prof Cherny said. "This pandemic affects literally billions of people. Not only are the patients suffering often terrible unrelieved pain, but their family members are often permanently scarred by the memories of witnessing such suffering in their loved ones."

The International Collaborative Project to Evaluate the Availability and Accessibility of Opioids for the Management of Cancer Pain was initiated by the European Society for Medical Oncology and coordinated with the European Association of Palliative Care (EAPC), the Pain and Policies Study Group (PPSG) at the University of Wisconsin Carbone Cancer Center, the Union for International Cancer Control (UICC) and the World Health Organization (WHO). They were assisted by the cooperation and participation of a further 17 international oncology and palliative care organizations[1]. This project was undertaken under the auspices of the ESMO Developing Countries Task Force, led by Dr. Adamos Adamou, Cyprus.

The study data was gathered between December 2010 and July 2012, with 156 reports submitted by experts in 76 countries and 19 Indian states. These reports represented 58% of countries and 83% of 5.7 billion of the people living in Africa, Asia, the Middle East and Latin and Central America and the Caribbean[2].

The researchers found that very few countries provided all seven of the opioid medications that are considered to be essential for the relief of cancer pain by the International Association for Hospice and Palliative Care[3]. Those essential medications include, among others, codeine, immediate and slow release oral morphine, oral oxycodone and transdermal fentanyl.

In many countries, fewer than three of the seven medications are available. In many of the countries, those medications that are available are either unsubsidised or weakly subsidised by government, and availability is often limited. Furthermore, many countries have highly restrictive regulations that limit entitlement of cancer patients to receive prescriptions, limit prescriber privileges, impose restrictive limits on duration of prescription, restrict dispensing, and increase bureaucratic burden of the prescribing and dispensing process.

There is an urgent need to examine drug control policies and repeal excessive restrictions which impede this most fundamental aspect of cancer care, the researchers said. The issues were particularly severe in Africa, Asia, the Middle East and Latin and Central America.

"The study has provided an unprecedented wealth of knowledge that will be an essential tool in lobbying to reformulate national plans for the treatment of cancer pain," Prof Cherny said. "We now know which countries have suboptimal formularies of medication to relive pain, we know how much patients must pay out-of-pocket for the medications, and we know which countries have excessive regulatory barriers making it sometimes nearly impossible for a patient to get a prescription, get it to a nearby pharmacy and have the medicine dispensed."

"In many, if not most, of the counties and states we have looked at, patients are stymied by regulatory barriers at multiple steps along this process; the end result being that hundreds of millions patients don't have access to essential pain-relieving medications," Prof Cherny said.

"We are determined to tackle this problem at every level. The first presentation of this data at ESMO 2012 is only the beginning of an organized and coordinated effort to take on one of the major global public health challenges of our time --the effective relieve of cancer pain for all cancer patients, wherever they may be."

Commenting on the study, Dr Carla Ripamonti, Head of the Supportive Care in Cancer Unit of the IRCCS Foundation National Cancer Institute of Milan, Italy, member of the ESMO Faculty Group on Supportive and Palliative care, not involved in the study, said: "Despite published guidelines and educational programs on the assessment and treatment of cancer-related pain, unrelieved pain continues to be a substantial worldwide public health concern in patients with solid cancers and hematological malignancies."

"Studies have shown that pain can affect as many as 64% of patients with metastatic, advanced or terminal phase disease, 59% of patients on anticancer treatment and 33% of patients after curative treatment," Dr Ripamonti said. "According to the World Health Organization, the incidence of cancer was 12,667,470 new cases in 2008 and based on the projections it will be more than 15 million cases in 2020. These statistics suggest that cancer-related pain may be a major issue of healthcare systems worldwide."

Minneapolis police probe shooting rampage that killed 5

MINNEAPOLIS (Reuters) - Minneapolis police on Friday sorted through evidence from a shooting rampage that left at least five people dead, including the founder of a sign company, a UPS driver and the man who opened fire at the business.

The suspected gunman in the Thursday shooting had once worked at Accent Signage Systems Inc and police were not searching for other suspects in the attack, the worst work-place homicide death toll in Minnesota in at least two decades.

Police have not officially released a motive for the attack but were treating it as a work-place shooting.

The suspected gunman apparently died from a self-inflicted gunshot wound, police said.

Company founder Reuven Rahamim was among the dead, company spokeswoman Wendy Khabie said on Friday.

UPS driver Keith Basinski also was killed in the shooting, said Jill Schubert, president of UPS's Northern Plains District. A UPS truck was parked at the company's loading dock.

"Keith had been a part of our UPS family for 29 years and we are going to miss him very much," Schubert said on Friday in a statement.

Three men were taken to Hennepin County Medical Center in critical condition after the shooting, which was reported at 4:35 p.m. CDT (5.35 p.m. EDT) on Thursday.

A hospital spokeswoman said one man remained in critical condition and a second was in serious condition. The status of the third man, who had been listed in critical condition, was not known.

A fourth person was treated and released.

Accent Signage is the only manufacturing business located among the mix of single-family homes and parks in that tree-lined section of the Bryn Mawr neighborhood of Minneapolis.

"In a great neighborhood and a great business, we have a horrible tragedy," Minneapolis Mayor R.T. Rybak said on Thursday night.

Accent Signage is known for a process of making interior signs with durable Braille text lettering. The company website includes a picture of a White House Counsel office sign plate that uses the Braille technology.

Rahamim, an Israeli immigrant, started a sign business out of his basement that grew to have 28 employees and an expected revenue of $5 million to $10 million this year, according to the publication Finance & Commerce.

"Reuven was so proud of everything that he and his family have built in this country, and he had a right to be," Rybak said Friday in a Facebook posting.

The Minneapolis shooting comes a month after a work-related shooting near the Empire State Building in New York, which killed two people and wounded nine.

This followed an July mass shooting in a crowded cinema in Colorado and an attack on a Sikh temple in Wisconsin in August, which rekindled debate about gun control in the United States.

Minnesota work-place homicide records date back only to 1992 and no one incident had resulted in more than two homicides.

Nationally, there were 458 workplace homicides in 2011 and 518 in 2010, according to U.S. Bureau of Labor Statistics data.

Western secularism underlies the worldwide economic crisis and challenges the future of Ukraine, the head of the Ukrainian Catholic Church has told Canada?s bishops.

?The current economic crisis is merely the symptom of a much deeper spiritual and cultural crisis,? Archbishop Sviatoslav Shevchuk said at the annual plenary of the Canadian Conference of Catholic Bishops. ?As western society rejects old moral structures and values, it finds that its moral GPS has no fixed and stationary points of reference.?

Archbishop Shevchuk said the Church must find ?new courage? to proclaim the truth of the Gospel to contemporary society to provide ?an anchor and compass?.

?We live in societies where virtue and goodness are frequently a veneer for religious intolerance, personal gratification and moral decay,? he said. ?Secularism would like us to be closed in a little box of Sunday worship.?

The former Soviet Union used that approach to religion, he said.

?Separation of Church and state has become separation of faith values from society, yet our mission is to preach the word of God to all and to be a constant sign of God?s loving presence through social ministry,? he said. ?Let us not be afraid of the totalitarianism of political correctness and speak the truth regardless of whom we might offend, whether it is on same-sex marriage or on the genocide of abortion.?

He recalled that, under Communism, the Church witnessed ?in the catacombs? as well in in open defiance to the regime.

?So many martyrs and confessors have suffered for the faith in the last century. Let their example and witness be an inspiration for all of us,? Archbishop Shevchuk said.

Ukraine is experiencing social and economic challenges and has changed dramatically, even in the last five years, he said. The country seems ?torn between old influences and new attempts to integrate with the broader European community?.

Contemporary Ukrainian society mistrusts government, politicians and civil institutions, but the Church, especially the Ukrainian Catholic Church, ?holds great moral authority?.

?The majority of Ukrainian citizens do not identify with any of the existing churches, but have a hunger for God and are open to the missionary work of the Church,? he said. ?In such circumstances the experience of new evangelization, which we are gradually acquiring, may become a precious treasure, which we would hope to share with the entire Catholic Church.?

The Ukrainian Catholic Church is marking the 100th anniversary of the arrival of her first bishop in Canada. Archbishop Shevchuk had presided at Synod of Bishops for the worldwide Ukrainian Catholic Church in Winnipeg, and he thanked the Canadian Catholic bishops for their ?fraternal spirit of cooperation?.

?My brother bishops here in Canada speak highly of this body and greatly appreciate the support and understanding our Church receives throughout Canada,? he said. ?This is not the case in other parts of the world.?

?Today there are tens of thousands of migrant workers from Ukraine in several European countries,? he said. ?That is why it is so important for us to share in your Canadian experience worldwide, testifying that the presence of the Eastern churches, with their traditions and structures, is not a threat but a richness of the Catholic community, which is unity in diversity.?

(AP) ? Syrian authorities sent text messages over cell phones nationwide Thursday with a message for rebels fighting President Bashar Assad's regime: "Game over."

The messages signed by the Syrian Arab Army also urged the rebels to surrender their weapons and warned the countdown to evict foreign fighters has begun. The texts appear to be part of the regime's psychological battle against the rebels, but are highly unlikely to have any effect on fighters intent on toppling Assad.

Syrians say they began receiving the messages a day after rebels bombed a military command center in Damascus ? a major security breach of the heavily guarded capital that highlighted the regime's growing vulnerability in the face of a rebellion growing in confidence and capabilities.

People with cellular subscriptions received the messages while those with prepaid phones did not, residents in the Syrian capital said.

Syria's two cell phone providers are privately owned, and the government would presumably have to pay for the service. Government officials were not available for comment.

In August, Syrian army helicopters dropped leaflets warning rebels in Damascus to hand over their arms and seek amnesty.

Despite Wednesday's high-profile attack, the two sides have been locked in a stalemate after 18 months of conflict. Activists say the death toll since the uprising against Assad began in March last year has topped 30,000, with nearly two-thirds of the casualties reported in the past five months.

On Thursday, rebel fighters launched a new push to try to take control of Aleppo, Syria's largest city and a major strategic prize in a stalemated civil war, opposition activists said.

Heavy clashes erupted Thursday in more than a dozen locations in the city, Syria's largest with 3 million people, said Mohammed Saeed, a local activist. Government forces shelled several districts, he said, speaking via Skype.

Rebels also attacked a compound of Syria's political security department in the city, said Rami Abdul-Rahman, head of the Syrian Observatory for Human Rights, a Britain-based group of activists.

Opposition fighters took control of several neighborhoods in the city two months ago. Since then, neither has been able to dislodge the other.

In Geneva on Thursday, the United Nations' refugee agency said the U.N. and its partners are launching a revised appeal for $487.9 million to help support Syrian refugees. It said 2,000 to 3,000 refugees are crossing into neighboring countries each day.

The UNHCR said 294,000 Syrian refugees are registered or awaiting registration in neighboring countries.

Earlier Thursday, Lebanese TV station Al-Manar broadcast footage showing Syrian government troops driving rebels from a building they had briefly occupied Wednesday after a double car bomb attack struck army headquarters in Damascus.

The attacks further demonstrated the rebels' ability to penetrate the tight security in the capital.

Al Manar's correspondent Youssef Shaeito said he accompanied Syrian troops on Wednesday as they stormed the compound after the explosions. In an interview with the station, he said he saw the bodies of three gunmen inside, suggesting clashes between government forces and rebels inside the building.

The station is owned by the Lebanese Hezbollah militant group, a strong ally of Assad's regime. Syrian state-run media, however, reported only on the car bombs, omitting any mention of clashes inside the building.

Exclusive Al Manar footage showed a group of soldiers surrounding a building at the compound and shooting at targets inside. Shortly afterward, a pickup truck with a heavy machine gun mounted on it joins the battle.

Eventually, dozens of troops are seen storming the building and going up the stairs from one room to the other amid smoke. The bodies of three gunmen are seen on the floor, one with an apparent suicide belt tied around his waist.

Shaeito said that in the mayhem following the explosions, gunmen had infiltrated the army command headquarters, taken up positions and begun shooting at soldiers. He said the gunmen "moved from floor to floor and room to room" and tossed grenades at soldiers outside.

He said it took soldiers about 45 minutes to storm the building.

International diplomacy has failed to stop the bloodshed in Syria. Syrian activists said more than 305 people were killed across Syria on Wednesday, making it one of the deadliest days since the conflict began.

They included at least 40 people whose bodies were discovered in a suburb of Damascus, some of whom appeared to have been killed execution-style. The exact circumstances in which the victims were killed remain unclear because of strict restrictions on the media.

Samsung has announced that their new Galaxy Note 2 will be available a day early (this Sunday) from their officially-branded Samsung store in the U.K. This is good stuff for anyone that happens to leave close to the one in Westfield Stratford City, but no surprise seeing as Samsung did something similar for the Galaxy S 3. The UK Brand Store will also be hosting some competitions on launch day whereby participants have a shot at winning a free Galaxy Note 2. The rest of the UK will proceed to get access to the Samsung Galaxy Note 2 through various retail channels on October 1, while those of us in North America will have to wait until November to get our version.

This year, Vancouver hosted one of the biggest?pop culture?conventions that?s ever come to the city. But, for all its bells, whistles, and TV stars, the well-attended (estimates put ticket-buyers at 5,000+ over?the con?s?two days)?Fan Expo Vancouver probably wouldn?t have been possible if it wasn?t for the efforts of small, dedicated bands of individuals ? nerds, really ? who started gathering to discuss their interest in comic books, science fiction and/or fantasy at small conventions in the late ?60s and early ?70s.

One of the oldest of these in the Pacific Northwest is VCON. Now in its 37th year, the annual science fiction convention brings together?the region?s SF aficionados along with authors, artists, and workshops?that range from?bellydancing?to ?How Not to Be a Creeper? (exactly what it sounds like, according to the VCON site?s description), and more.

Running from?Sep. 28-30, 2012, at the?Sheraton? Vancouver?Guildford?Hotel in Surrey, B.C. (15269 104 Avenue Surrey), VCON 37 includes science fiction authors Connie Willis and Dr. Gregory Benford. James Ng is the artist guest of honour. Other guests include local webcomic artists, authors, game developers, costumers, and scientists, includnig Jaymie Matthews, Canada?s own leading stellar scientist and Mission Scientist for the MOST satellite.

Some highlights of the three-day convention include a costume contest to be followed by a dance on Friday, a speed-sketching draw-off by artists on Saturday, and an event called ?Turkey Readings?, which features the worst of the worst in science fiction and fantasy writing read aloud, on Sunday.?

Elron Awards, lessons in game design theory by local game designer Palle Hoffstein, a live podcast by Caustic Soda, multiple swordplay lessons and demonstrations by Academie Duello, a panel on hot-button topic genetic engineering in science fiction and a discussion by five notable female authors of female archetypes in fiction.

A fan-run bar will feature some out-of-this world drinks, while kidcon events ensure the kisd will have something to do.

In addition, the Vendor Hall, which?showcases handcrafted items,?and the con?s Art Show ? one of BC?s largest exhibits of?fantasy/science fiction art -?are completely free and open to the public.

Police chief resigns, NM force has gone to the dog

VAUGHN, N.M. (AP) ? A drug-sniffing dog now is the only certified member of the police force in the small eastern New Mexico town of Vaughn.

Police Chief Ernest "Chris" Armijo decided to step down Wednesday after news stories reported that he wasn't allowed to carry a gun because of his criminal background.

"He decided the attention was distracting," said Dave Romero, an attorney for the town.

State officials said Armijo couldn't carry a gun since acknowledging that he owed tens of thousands of dollars in delinquent child support payments in Texas. Armijo also faces new felony charges after being accused of selling a town-owned rifle and pocketing the cash.

Romero said Armijo is working to clear up the latest case. He said Armijo has not ruled out seeking the police chief's position again if his case is resolved and the position is open.

According to records, the only qualified member of the Vaughn Police Department is Nikka, a drug-sniffing dog. Vaughn's other officer isn't certified and pleaded guilty to charges of assault and battery last year. Noncertified officers can't make arrests and can't carry firearms.

But Romero said not having an officer qualified to carry a gun didn't put Vaughn at risk. "England doesn't allow police officers to carry guns," he said. "Sometime the strongest weapon in law enforcement is communication."

Vaughn, a town of about 450 located 104 miles east of Albuquerque, is a quiet town that is an overnight stop for railroad workers. And while residents say there is no crime problem, the town is set deep in what U.S. Homeland Security Investigations officials say is an isolated region of the state popular with drug traffickers. Officials say the desolate roads in Guadalupe County make it hard for authorities to catch smugglers moving drugs from Mexico.

Guadalupe County Sheriff Michael Lucero said since news about the police chief's record became public his department has helped patrol Vaughn. But he said those efforts have put a slight strain on his already short-staffed department.

"I visit the town at least once a month," said Lucero. "The important thing is to keep a presence so residents know we're there to help if we're needed."

Romero said town officials are considering whether to hire another police chief or keep the department staffed with just one officer. He said it's unclear whether the town will keep the police dog, which had been in Armijo's care.

When approached by a reporter from The Associated Press at his Vaughn home, Armijo said he had no comment, and he declined to grant access to the canine for photographs or video.

The dog's kennel could be seen in Armijo's backyard, and a police truck marked "K-9" was parked in his driveway.

At Penny's Diner, residents said they were embarrassed by the attention the episode has put on the small town.

"There's just a whole lot of nothing going on here," said cook Joyce Tabor. "We have very little crime. It's quiet. So this really doesn't matter."

CEO confidence tumbles to 3-year low: Roundtable

(Reuters) - U.S. chief executives' view of the economy deteriorated sharply in the third quarter and is now as bleak as it was in the immediate aftermath of the last recession, with more planning to cut jobs over the next six months, according to a survey released by the Business Roundtable on Wednesday.

The group's CEO Economic Outlook Index tumbled to 66 in the third quarter from 89.1 in the second, in the third-sharpest drop recorded in the survey's decade-long history. Confidence fell to its lowest point since the third quarter of 2009, when the U.S. had just emerged from its worst recession in 80 years, but remained above the 50 mark separating growth from decline.

Thirty-four percent of U.S. CEOs expect to cut jobs in the United States over the next six months, up from 20 percent a quarter ago, while 30 percent plan to raise capital spending, down from 43 percent. Fifty-eight percent expect their sales to rise over that time period, down from the previous survey's 75 percent.

The survey comes less than two months ahead of the U.S. presidential election, in which the weak economy and stubbornly high unemployment are shaping up to be key elements in voters' choice between incumbent Democratic President Barack Obama and Republican challenger Mitt Romney. Investors will get a more detailed look at corporate confidence next month when top U.S. companies including Alcoa Inc , JPMorgan Chase & Co and General Electric Co report quarterly results.

The survey of 138 CEOs was conducted from August 30 through September 14.

By outfitting two British Columbia subspecies of Swainson's thrushes with penny-sized, state-of-the-art geolocators, University of British Columbia researchers have been able to map their wildly divergent migration routes and pinpoint conservation hotspots.

"Birds of a feather do not necessarily flock together," says Kira Delmore, a PhD student with UBC's Department of Zoology and lead author of the paper. "Our teams of thrushes took dramatically different routes to get to their wintering grounds, either south along the west coast to Central America, or southeast to Alabama and across the Gulf of Mexico to Columbia."

The study, to be published this week in the Proceedings of the Royal Society of London B, is the first to collect a complete year's worth of data from individual birds to document such a migratory divide.

"This detailed level of migration and stopover data helps us pinpoint vital feeding and rest habitats that the birds rely on at key points during their long journey ? just before crossing the Gulf of Mexico, for example," Delmore adds.

The researchers say the study also raises the possibility that migratory behavior may play a role in speciation, the process by which one species evolves into two.

"Given that migratory behavior is under genetic influence in many species of birds, these results raise the question of what hybrids between these two subspecies would do," says Darren Irwin, associate professor of Zoology at UBC and co-author of the paper. "One possibility is that hybrids would take an intermediate route, leading to more difficulties during migration. If so, the migratory differences might be preventing the two forms from blending into one."

About Swainson's thrushes

Swainson's thrushes, with olive-brown feathers, lighter mottled undersides, and distinct light eye-rings, are typically 16 to 20 centimetres (seven inches) in length with a wingspan of 30 centimetres (one foot). They are not endangered.

Research methodology

UBC researchers caught 40 thrushes in June 2010 ? 20 each of a subspecies from Pacific Spirit Park near UBC in Vancouver and another from locations near Kamloops, B.C. The birds were lured into six-metre- wide mist nets with mating calls.

The geolocators used weigh 0.9 gram and with attachment materials they weight approximately four per cent of the body weight of a thrush. Researchers then attached the newly invented geolocation devices, which record sunrise and sunset times, on the birds with special harnesses before releasing them. To collect the data, Delmore undertook the process in reverse a year later.

RI.gov: HEALTH Advises No Contact with Water from Slack ...

The Rhode Island Department of Health (HEALTH) and the Department of Environmental Management (DEM) are advising people to avoid recreational activities in Slack Reservoir in Johnston and Smithfield. The reservoir's water had a visible scum of cyanobacteria in a cove in the upper eastern part of the reservoir, near Greenlake Town Beach in Greenville. These blue-green algae, typically referred to as cyanobacteria, have the potential to form the naturally occurring algal toxins known as Microcystin and Anatoxin.

Individuals should avoid all contact with water in Slack Reservoir, including recreational activities such as swimming, boating, or fishing. People should not eat fish from this reservoir. Pets can also be affected by exposure to algal toxins and should not be allowed to wade or swim in, or drink water from this reservoir.

The toxins can cause harm to humans and animals. Skin rashes and irritation of the nose, eyes, and/or throat are common side effects that result from skin contact with water containing algal toxins. If water containing algal toxins is ingested, health effects include stomach ache, diarrhea, vomiting and nausea. Young children and pets are more at risk to algal toxins than adults, since they are more likely to drink contaminated water. Other health effects, which are rarer, include dizziness, headache, fever, liver damage, and nervous system damage. People who have been drinking from, swimming, or fishing in these areas and experience those symptoms should contact their healthcare provider. People observing pets exhibiting adverse health symptoms after contact with water from this reservoir should contact their veterinarian.

People and pets that come into contact with the water should rinse their skin with clean water as soon as possible, and wash their clothes. People are cautioned that toxins may persist in the water after the blue-green algae bloom is no longer visible.

Warm temperatures and sunshine produce conditions favorable to algae growth. DEM and HEALTH warn that blue-green algae blooms may be evident in other freshwater lakes and ponds in the state. People are advised to avoid contact with waters that exhibit the following conditions: bright green coloration in the water or at the water surface and/or dense floating algal mats that form on the water's surface. The water may look like green paint, thick pea soup, or green cottage cheese.

PRIDE of St. Louis, the construction labor-management group, held its annual construction awards luncheon Sept. 13 at the new Sheet Metal Workers Local 36 headquarters in St. Louis.

State Sen. Timothy Green (D-Spanish Lake), a member of IBEW Local 1, received the Dick Mantia Labor Award for outstanding service to the construction industry.

Green, who retired this year after 24 years in the state legislature, was instrumental in stopping right-to-work (for less) and anti-prevailing wage legislation in the Missouri Senate.

?Without all the hard work and dedication that Tim has given us throughout his time in Jefferson City, there is no doubt in my mind we would have possibly lost the prevailing wage and be living in a right-to-work state,?? Tom McNeil, business manager of Iron Workers 396 and PRIDE vice president, said in presenting the award.

A 30-year active member of IBEW 1, Green followed his father into the trade and is president of the Missouri State Building and Construction Trades Council.

In accepting the award, Green reviewed some of the battles labor has had to fight in the legislature over the last few years and warned of an ongoing assault on unionized construction trades, an assault by non-union contractors, big money political donors and the extreme right-wing in the legislature that runs counter to everything labor does for its members, retirees and the state.

?The last eight years we have held the line in a complete assault on our industry, an industry that statewide yearly puts out $80 million in apprenticeship programs, $900 million a year in healthcare statewide, pays out $300 million a year in pensions to their retirees, and over the last 10 years has invested union pension funds in the amount of $1.2 billion in the state of Missouri,? Green said.

?The leadership in both the House and Senate has and will continue to attack this industry in the coming years. They will continue to pursue elimination of the prevailing wage and outlaw project labor agreements,? Green said.

?You are a great industry, and for anyone with a little common sense, an easy industry to defend, but when simple accusations are leveled in opposition, followed by massive campaign contributions, the defense becomes more difficult,? Green said, noting that his likely successor, Gina Walsh, a member of Insulators and Asbestos Workers Local 1 and the Democratic candidate for the Missouri Senate?s 13th District, would continue the fight.

?You haven?t seen nothing yet,? Green said.

OTHER AWARD WINNERS

James J. Murphy, Jr., chairman and CEO of Murphy Co. received the Al Fleischer Management Award in recognition of his exemplary managerial skill.

Murphy Co. is the largest mechanical contracting firm in St. Louis and the 19th largest in the United States, designing, constructing and maintaining mechanical systems for commercial, industrial and institutional markets. The company employs more than 800 engineers, plumbers, pipefitters, sheet metal workers, boilermakers, carpenters, teamsters, laborers and office staff.

?I think the power of communications is really the most important thing that comes from PRIDE,? Murphy said. ?People get to know each other as people rather than what their title is, what their organization is. They can have differing opinions yet respect each other. That?s what it?s all about.?

Francoise Lyles-Wiggins, contract compliance officer for St. Louis? Disadvantage Business Enterprise program received the Joe Rinke Owner Award in recognition of her efforts to advance the spirit of teamwork and harmony across the St. Louis construction industry.

Wiggins reviews, approves and monitors minority and women business participation on all public works and redevelopment projects for the City of St. Louis. She also provides formal and informal workshops on city policies and procedures regarding eligibility for Minority and Women Owned Business Enterprises.

BJC HealthCare received the 2012 Industry Impact Award in recognition of its use of union contractors and workers on its massive, multimillion dollar expansion over the last decade.

BJC is the largest consumer of construction in the state of Missouri, with over $200 million in annual projects.

Last month, BJC awarded three St. Louis union contractors a $1.2 billion construction project to renovate BJC?s entire 16- block Central West End campus.

Accepting the award for BJC, Greg Mohler, a member of PRIDE and vice president of BJC?s Planning, Design and Construction department spoke of the importance of collaborating with the construction industry.

?We can?t do it without all of you,? Mohler said. ?Without the skilled trades people that put the bricks and mortar in place and the steel in place, the concrete and all the components that make our projects what they are, we couldn?t do it.?

BUILDING COMMUNITY

In addition to the award winners above, PRIDE also recognized Ray Leuthauser, a member of Plasterers Local 3 with the PRIDE 2012 Building Community Award.

Leuthauser came to the aid of longtime local volunteer Jane Corbett last month after Corbett lost $835 earmarked for meals at Sts. Peter and Paul?s food kitchen in Soulard. Not only did Leuthauser stop and collect $330 that blew off the top of Corbett?s car, he also organized his co-workers and raised the $505 that was never recovered.

In addition to the award for Leuthauser, the St. Louis Building and Construction Trades Council and Sprinkler Fitters Local 268 each donated $500 for a total of $1,000 to the Sts. Peter and Paul?s meals program.

(AP) ? Mitt Romney led a chorus of Republican criticism of the administration's foreign policy on Monday, accusing President Barack Obama of minimizing the recent killing of the U.S. ambassador to Libya as a mere "bump in the road" rather than part of a chain of events that threatens American interests.

White House press secretary Jay Carney called the accusations "desperate and offensive" as Romney and his allies sought to gain political advantage in the latter stages of a political campaign that seems to be trending Obama's way.

The president did not comment on the criticism when he and first lady Michelle Obama taped an appearance on ABC's "The View" that blended the personal with the political. Asked if a Romney presidency would be a disaster, Obama said the nation can "survive a lot." He added: "The American people don't want to just survive, we want to thrive."

The back and forth on foreign policy occurred as Romney said he was shifting to a more energetic schedule of public campaign events, bidding to reverse recent erosion in battleground state polls. After days spent largely raising campaign cash ? and trying to minimize the fallout from one speech to donors last spring ? he pledged to make the case for "real and positive change."

While national polls make the race exceedingly close, Obama has gained ground on Romney in many recent surveys when potential voters are asked to compare the two rivals in their ability to fix the economy. Sluggish growth and national unemployment of 8.1 percent make the economy by far the dominant issue in the race, and the two men have focused much of their time and advertising budgets on highlighting their differences on taxes, spending and plans for job creation.

The same polls show Obama with a healthy lead over Romney when voters are asked which candidate is better equipped to handle foreign policy, and the president has not shied away from trumpeting his decision to order the secret mission by U.S. forces that killed terrorism mastermind Osama bin Laden in his Pakistani hideout more than a year ago.

At the same time, Romney's advisers say voters are more inclined to question Obama's handling of foreign policy after the attack on the U.S. Consulate in Benghazi, Libya, earlier this month resulted in the death of the U.S. ambassador and three other Americans.

Not only Romney, but other Republicans, as well, challenged Obama on foreign policy on Monday.

In a conference call with reporters, Rep. Eric Cantor, R-Va., the House majority leader, said: "Israel continues to find itself on the receiving end of harsh language by the president of the White House. ... And the National Republican Senatorial Committee issued challenges to Democratic candidates in several races to "share their view" on Obama's remarks in an interview with CBS' "60 Minutes" over the weekend.

In the interview itself, Obama was responding when asked if recent events in the Middle East gave him pause for supporting governments that came to power following a wave of regime changes known as the Arab Spring.

He said he has long noted that events were going to be rocky, adding that the question itself "presumes that somehow we could have stopped this wave of change."

"I think it was absolutely the right thing for us to align ourselves with democracy, universal rights. ... But I was pretty certain and continue to be pretty certain that there are going to be bumps in the road because ? you know, in a lot of these places ? the one organizing principle has been Islam."

He added: "There are strains of extremism, and anti-Americans, and anti-Western sentiments and you know can be tapped into by demagogues."

Romney was eager to talk about the topic, squeezing interviews with three television networks into his schedule and touching on the subject at the beginning of a rally in Pueblo, Colo.

"I can't imagine saying something like the assassination of ambassadors is a bump in the road, when you look at the entire context, the assassination, the Muslim Brotherhood president being elected in Egypt, 20,000 people killed in Syria, Iran close to becoming a nuclear nation, that these are far from being bumps in the road," he told ABC.

"They represent events that are spinning out of the kind of influence we'd like to have. We're at the mercy of events rather than shaping the events in the Middle East."

U.S. officials are investigating the deaths in Libya, which occurred when the consulate was breached.

In his appearance on "The View," the president avoided a direct answer when asked if the attack had been terrorism.

"There's no doubt that the kind of weapons that were used, the ongoing assault, that it wasn't just a mob action. What's clear is that, around the world, there are still a lot of threats out there," he said.

Romney intends to return to the subject of international affairs and discuss foreign aid, trade agreements and international development when he addresses the Clinton Global Initiative in New York on Tuesday, according to a person familiar with the campaign's thinking.

Romney, like Cantor, took a slap Monday at Obama's handling of relations with Israel.

"The president doesn't have time to actually spend time with leaders of these nations, particularly Bibi Netanyahu. I find that very troubling," he said.

In a campaign setting records for television advertising, both campaigns released new commercials during the day as Obama conceded some of his own had gone too far. "You know, do we see sometimes us going overboard in our campaign, the mistakes that are made in areas where there is no doubt that somebody could dispute how we are presenting things ? that happens in politics," he said during the "60 Minutes" taping. The remark was not part of the broadcast, but was posted to the CBS website.

When the Business Community Spends Money on Ads, Blacks Are ...

While the nation?s 43 million African Americans make up 13.7 percent of the U.S. population, American business spent just 1.6 percent of its advertising in the black community.

If that woefully inadequate statistic is a spur to American businesses to invest more in the black community, a new report by Nielsen and the National Newspaper Publishers Association (the organization of the nation?s black press) serves as a roadmap for how the business community can go about making decisions on how to spend more dollars in the black community?whose buying power is expected to reach $1.1 billion by 2015.

The report, called ?The African-American Consumers: Still Vital, Still Growing,? offers a detailed analysis of how the black community currently spends its money and its time, and what are its priorities.

Among the highlights of the report:

  • 91% of Blacks believe that Black media is more relevant to them.
  • Brand name products represent 82% of Black households? total purchases compared to 31% for private labels.
  • 81% of Blacks believe products advertised on Black media are more relevant to them.
  • 54% of African-Americans own a smartphone, an increase from 33% last year.
  • 54% of the Black population is under 35; compared to 47% of the general population.
  • 48% of Black grandparents live with their grandchildren and serve as primary caregivers.
  • African-American Baby Boomers (45-64) spend more time at the stores or grocers, fast food restaurants and the gym; and prefer television and print as primary media sources.
  • Generation Y (18-34) are more likely to spend time at someone else?s home; and selected radio, mobile phones and gaming consoles are their media of choice.

The report talks in detail about the importance of family in the black community.

?Family members related by birth or marriage comprise 66% of all American
households and 64% of African-American households,? the report says. ?Companies seeking to align with mothers and grandparents will find optimal opportunities within the Black community as a Black household is 127% more likely to include a single parent, most often a woman. there is also a strong cultural precedent for intergenerational family members living in one household. almost 19% of grandparents living with their grandchildren are african-american, and 48% of Black grandparents who live in the same household with their grandchildren serve as their primary caregivers.?

The report outlines how much of the black community is concentrated in the South and also in large urban markets and their suburbs.

There are also interesting factoids in the report, such as how the black community buys more hand and body lotion at a rate of 54% higher than the general, how African Americans make more shopping trips during the week than any other group?but spend less during each trip than the rest of the country?and are much more loyal to brands than the general population.
