Geithner says did all he could to address Libor problem

WASHINGTON (Reuters) - U.S. Treasury Secretary Timothy Geithner, under pressure for not doing enough to stop fraudulent manipulation of a key benchmark interest rate, told lawmakers on Wednesday he alerted the appropriate authorities "early on."

In his first chance to defend his actions on the widening Libor scandal before Congress, Geithner said he became aware of the problem in 2008, when he was president of the New York Federal Reserve Bank, an influential bank regulator.

Documents released by the Fed bank show that, as early as August 2007, Barclays told Fed analysts about possible problems with low levels of Libor.

"We, at least I, first learned about those concerns in the early parts of spring of 2008 and we acted very quickly at that stage. At that time, this is in the spring of 2008, we took a very careful look at these concerns, we thought those concerns were justified," Geithner said.

"And we took the initiative to bring those concerns to the attention of the broader U.S. regulatory community, including all the agencies that have responsibility for market manipulation and abuse," he said, citing a specific meeting of the president's working group on financial markets.

That group includes the Commodity Futures Trading Commission, the Securities and Exchange Commission and the Treasury Secretary himself.

Lawmakers were not buying it, noting that the Fed itself continued to use Libor as a benchmark in its emergency lending programs, including the controversial bailout of AIG.

Congressman Scott Garrett asked Geithner why his response in the face of alleged fraud had been so muted.

"You have been before this committee countless numbers of times since 2008 and if this is the crime of the century, as so many people are reporting today, never once did you ever once come and mention it as being a problem, never once did you come here and say this is what you're going to do about it," said Garrett.

BRITAIN'S PROBLEM

Geithner has repeatedly defended his actions, saying he told the British authorities who oversee the British Bankers' Association that sets Libor.

"We felt, and I still believe this, that it was really going to be on them," he said. "These concerns were in the public domain," he added, citing newspaper reports of alleged rate-rigging by large global banks.

Geithner, who is expected to step down even if President Barack Obama is reelected, came under fresh attack from members of the House of Representatives Financial Services Committee. Congressman Jeb Hensarling seized on the Fed's continued use of Libor.

"It appears that the early response was to keep using it, which means it appears that you treated it as almost a curiosity or something akin to jay-walking instead of highway robbery," said Hensarling.

Geithner replied: "I think that was the best choice at the time."

Barclays Plc has since admitted to giving false information as part of setting the interest rate in a settlement with U.S. and UK authorities. Dozens of big banks, such as JPMorgan Chase & Co, are under investigation.

The House Financial Services Committee has asked the New York Fed for all communications going back to August 2007 with the banks that helped set Libor, or the London interbank offered rate.

The first trove of documents from the New York Fed showed that Barclays had flagged concerns as early as 2007 and Geithner sent the email to Bank of England Governor Mervyn King in June 2008 with the Libor recommendations.

Last week, Fed Chairman Ben Bernanke told lawmakers the process for setting the rate was structurally flawed and said reforms were in the hands of the private UK banking group responsible for Libor.

Spain denies it will need financial rescue for its public finances, but many investors now think it's only a matter of time.

The economy is in its second recession in three years, chiefly because of a 2008 collapse of the property bubble that had fueled the economy for more than a decade. It is not expected to grow again before 2014 and unemployment is around 25 percent.

Adding to its concerns, the government also has to rescue its banks, many of which are sitting on soured real estate investments, and some of its 17 regional governments.

We are witnessing brisk sales of the Galaxy S3 and its sale has surpassed 10 million units, Shin said.

The S3 was unveiled to the public May 3 in London and sales began May 29 in the U.K. followed by the U.S. and China in early June and in Korea June 25. Selling 10 million units in 50 days means the cellphone sold an average 200,000 units per day, 83,000 units per hour, or 2.3 units per second.

An insider of the electronics industry said, In the world mobile phone market, the Galaxy S3 is the only cellphone except the Apple iPhone that reached sales of 10 million units in such a short period of time.

The Galaxy S recorded 10 million units in sales in eight months after its May 2010 release while the S2 reached the figure five months after its launch in April last year.

Maryland young maker Jack Andraka isn?t old enough to drive yet, but he?s just pioneered a new, improved test for diagnosing pancreatic cancer that is 90% accurate, 400 times more sensitive, and 26,000 times less expensive than existing methods. Andraka had gotten interested in pancreatic cancer, and knew that early detection is a challenge. He gleaned information on the topic from his ?good friend Google,? and began his research. Yes, he even got in trouble in his science class for reading articles on carbon nanotubes instead of doing his classwork. When Andraka had solidified ideas for his novel paper sensor, he wrote out his procedure, timeline, and budget, and emailed 200 professors at research institutes. He got 199 rejections and one acceptance from Johns Hopkins: ?If you send out enough emails, someone?s going to say yes.? Andraka was recently awarded the grand prize at the Intel International Science and Engineering Fair for his groundbreaking discoveries. [via Fast Company]

APEX takes part in sharpest observation ever

Astronomers connected the Atacama Pathfinder Experiment (APEX), in Chile, to the Submillimeter Array (SMA) in Hawaii, USA, and the Submillimeter Telescope (SMT) in Arizona, USA, for the first time, to make the sharpest observations ever, of the center of a distant galaxy, the bright quasar 3C 279. Quasars are the very bright centres of distant galaxies that are powered by supermassive black holes. This quasar contains a black hole with a mass about one billion times that of the sun, and is so far from Earth that its light has taken more than 5 billion years to reach us. Astronomers connected APEX, in Chile, to the Submillimeter Array (SMA) in Hawaii, USA, and the Submillimeter Telescope (SMT) in Arizona, USA. They were able to make the sharpest direct observation ever, of the centre of a distant galaxy, the bright quasar 3C 279, which contains a supermassive black hole with a mass about one billion times that of the Sun, and is so far from Earth that its light has taken more than 5 billion years to reach us. APEX is a collaboration between the Max Planck Institute for Radio Astronomy (MPIfR), the Onsala Space Observatory (OSO) and ESO. APEX is operated by ESO.

The telescopes were linked using a technique known as Very Long Baseline Interferometry (VLBI). Larger telescopes can make sharper observations, and interferometry allows multiple telescopes to act like a single telescope as large as the separation -- or "baseline" -- between them. Using VLBI, the sharpest observations can be achieved by making the separation between telescopes as large as possible. For their quasar observations, the team used the three telescopes to create an interferometer with transcontinental baseline lengths of 9447 km from Chile to Hawaii, 7174 km from Chile to Arizona and 4627 km from Arizona to Hawaii. Connecting APEX in Chile to the network was crucial, as it contributed the longest baselines.

The observations were made in radio waves with a wavelength of 1.3 millimetres. This is the first time observations at a wavelength as short as this have been made using such long baselines. The observations achieved a sharpness, or angular resolution, of just 28 microarcseconds -- about 8 billionths of a degree. This represents the ability to distinguish details an amazing two million times sharper than human vision. Observations this sharp can probe scales of less than a light-year across the quasar -- a remarkable achievement for a target that is billions of light-years away.

The observations represent a new milestone towards imaging supermassive black holes and the regions around them. In future it is planned to connect even more telescopes in this way to create the so-called Event Horizon Telescope. The Event Horizon Telescope will be able to image the shadow of the supermassive black hole in the centre of our Milky Way galaxy, as well as others in nearby galaxies. The shadow -- a dark region seen against a brighter background -- is caused by the bending of light by the black hole, and would be the first direct observational evidence for the existence of a black hole's event horizon, the boundary from within which not even light can escape.

The experiment marks the first time that APEX has taken part in VLBI observations, and is the culmination of three years hard work at APEX's high altitude site on the 5000-metre plateau of Chajnantor in the Chilean Andes, where the atmospheric pressure is only about half that at sea level. To make APEX ready for VLBI, scientists from Germany and Sweden installed new digital data acquisition systems, a very precise atomic clock, and pressurised data recorders capable of recording 4 gigabits per second for many hours under challenging environmental conditions. The data -- 4 terabytes from each telescope -- were shipped to Germany on hard drives and processed at the Max Planck Institute for Radio Astronomy in Bonn.

The successful addition of APEX is also important for another reason. It shares its location and many aspects of its technology with the new Atacama Large Millimeter/submillimeter Array (ALMA) telescope. ALMA is currently under construction and will finally consist of 54 dishes with the same 12-metre diameter as APEX, plus 12 smaller dishes with a diameter of 7 metres. The possibility of connecting ALMA to the network is currently being studied. With the vastly increased collecting area of ALMA's dishes, the observations could achieve 10 times better sensitivity than these initial tests. This would put the shadow of the Milky Way's supermassive black hole within reach for future observations.

You could provide this service working out of a hospital, a nursing facility, or through a private practice. But you?ll always be working directly with the patient. Finally, with a few years of experience you could work in a management setting. Prosecutors set to release more Zimmerman evidence

A special prosecutor in the second-degree murder case against George Zimmerman released more evidence Thursday, including a first glimpse at what the FBI has found in its civil rights investigation, according to reports.

"I was yelling for help, but no one would help me," Zimmerman allegedly told Officer Tim Smith, who was first on the scene in the gated community in Sanford, Fla., after Zimmerman shot 17-year-old Trayvon Martin. Zimmerman had his concealed weapons permit in his wallet at the time, Smith told an investigator, the newly released evidence revealed, according to?The Orlando Sentinel.

Sanford police officers were interviewed by nearly a dozen FBI agents. Agents also spoke with Zimmerman's former girlfriend, as well as his neighbor, Frank Taffee, and employees at the gun store where Zimmerman bought the firearm used to shoot Martin, according to The Sentinel.

There weren't expected to be any major surprises in the new batch of evidence from Special Prosecutor Angela Corey.

One of her investigators interviewed Martin's cousin, who was with him ?earlier in the day, who said he "did not see Trayvon smoke marijuana," The Sentinel reported.

When asked to identify a voice pleading for help in the background of a 911 call from that night, Martin's cousin said it was "without a doubt, on a stack of Bibles," Martin's voice, according to documents.

Unidentified witnesses were interviewed, too, the paper said.

Also being released today, according to The Sentinel:?

• Cell phone records from Trayvon Martin's father, Tracy
• Emails from Zimmerman and Sanford Police Chief Bill Lee
• Crime scene photos and diagrams
• Seminole County jail records. Zimmerman has been arrested and freed on bail twice since he was charged with second-degree murder on April 11.

But the corporate brawl over how much the satellite firm should pay the cable firm is, well, fussing with the deck furniture while the proverbial ship sails into ever rougher waters, say media analysts. Consumers don?t care where their content comes from, he says, noting that all the various new media from iPads to smart phones are working together to make access to favorite content available anywhere, anytime. ?All this is doing is speeding up the convergence that is already under way,? he adds.

The two big media entities deadlocked over competing proposals late Tuesday, when according to DirecTV spokesman Robert Mercer, the satellite provider had no choice but to pull the plug. ?They sent us a letter telling us we were obligated to remove the channels at midnight or face legal action,? he says via e-mail, adding that this was ?after we formally asked them to keep the channels up while we negotiated past the deadline.?

Mr. Mercer says that Viacom ?refused.? The company ?had to comply with their demand ahead of the midnight deadline to avoid having any of the channels up past midnight, which again would have violated the terms dictated by their letter," he says. It's not as easy as flipping a switch, he adds: ?The process of removing linear and VOD channels takes time."

Viacom declined to comment beyond its blog posts, in which company spokesman Mark Jafar writes, ?DirecTV dropped the channels without giving Viacom advanced warning. The last time Viacom was contacted by DirecTV was at approximately 11:00 a.m on Tuesday morning.?

In its official statement, Viacom said: ?We are deeply disappointed that DirecTV dropped Viacom?s channels before our midnight deadline this evening, severing our connection with its nearly 20 million subscribers nationwide. We proposed a fair deal that amounted to an increase of only a couple pennies per day, per subscriber, and we remained willing to negotiate that deal.?

Whoever is ?right? in this battle, both sides lose, says David Bartlett, senior vice president of Levick Strategic Communications, a crisis management firm in Washington. ?This puts the customers in the middle of a corporate?fight,? he says. ?This is precisely the wrong tactic.?

Customers, he adds, don?t care who is right. They care about their programming.

The biggest factor driving customer choice is convenience, says Edward Arke, associate professor of communication at Messiah College in Grantham, Pa. ?Whoever can provide the most convenient way to access the programming will be the 'winner,' ? he says via e-mail.

That's why the standoff between Viacom and DirectTV carries such long-term risk to the the television industry. "With DISH and DirecTV as really the only competition to cable, depending on the length and subsequent damage Direct sustains as a result of the impasse, this has the potential to send waves throughout the market,? writes Professor Arke.

Moreover, customers can expect more, not less of this sort of disruption as the marketplace sorts itself out. From the 1920s to the '80s, there was a nice, stable model for who pays how much to whom, says Robert Thompson, founder of the Bleier Center for Television and Popular Culture at Syracuse University in Syracuse, N.Y. But with the advent of cable, then satellite, then the Internet, ?the whole business model has been thrown up in the air," he adds. "Nobody knows who should pay how much and to whom. It?s going to be awhile before the smoke settles around this ship."
