ScienceDaily (May 27, 2012) ? Scientists have developed an ultra-sensitive test that should enable them to detect signs of a disease in its earliest stages, in research published May 27in the journal Nature Materials.

The scientists, from Imperial College London and the University of Vigo, have created a test to detect particular molecules that indicate the presence of disease, even when these are in very low concentrations. There are already tests available for some diseases that look for such biomarkers using biological sensors or 'biosensors'. However, existing biosensors become less sensitive and predictable at detecting biomarkers when they are in very low concentrations, as occurs when a disease is in its early stages.

In the new study, the researchers demonstrated that the new biosensor test can find a biomarker associated with prostate cancer, called Prostate Specific Antigen (PSA). However, the team say that the biosensor can be easily reconfigured to test for other diseases or viruses where the related biomarker is known.

Professor Molly Stevens, senior author of the study from the Departments of Materials and Bioengineering at Imperial College London, said: "It is vital to detect diseases at an early stage if we want people to have the best possible outcomes -- diseases are usually easier to treat at this stage, and early diagnosis can give us the chance to halt a disease before symptoms worsen. However, for many diseases, using current technology to look for early signs of disease can be like finding the proverbial needle in a haystack. Our new test can actually find that needle. We only looked at the biomarker for one disease in this study, but we're confident that the test can be adapted to identify many other diseases at an early stage."

The team demonstrated the effectiveness of their biosensor by testing PSA biomarker samples in solutions containing a complex mixture of blood derived serum proteins. Monitoring the levels of PSA at ultralow concentrations can be crucial in the early diagnosis of the reoccurrence of prostate cancer, but classic detection approaches are not sensitive enough to carry out this analysis with a high degree of accuracy. The new test could enable more reliable diagnosis, but more research will need to be done to further explore its potential.

In their study, the team detected PSA at 0.000000000000000001 grams per millilitre, which is at the limits of current biosensor performance. By comparison, an existing test called an Enzyme-Linked Immunosorbent Assay (ELISA) test can detect PSA at 0.000000001 grams per millilitre, which is nine orders of magnitude more concentrated.

The biosensors used in the new study consist of nanoscopic-sized gold stars floating in a solution containing other blood derived proteins. Attached to the surface of these gold stars are antibodies, which latch onto PSA when they detect it in a sample. A secondary antibody, which has an enzyme called glucose oxidase attached to it, recognises the PSA and creates a distinctive silver crystal coating on the gold stars, which is more apparent when the PSA biomarkers are in low concentrations. This silver coating acts like a signal that PSA is present, and it can be easily detected by scientists using optical microscopes.

The next stage of the research will see the team carrying out further clinical testing to assess the efficacy of the biosensor in detecting a range of different biomarkers associated with conditions such as HIV and other infections. They will also explore ways of commercialising their product.

This research was funded by the European Research Council and via a Marie Curie fellowship.

Senate Republicans are considering some Democrat proposals to expand refinancing to even more Fannie Mae and Freddie Mac borrowers.

The Federal Housing Finance Agency expanded HARP last fall to reduce upfront fees, eliminate a cap on negative equity and reduce some repurchase risk for servicers of the original home loan to allow for more refinancings. Major banks finished installing the program in March, but a major refinancing surge remains elusive.

The Senate Banking Committee held a hearing Thursday on a bill from Sens. Robert Menendez, D-N.J. and Barbara Boxer, D-Calif., to expand the Home Affordable Refinance Program. The bill would allow a new servicer of the loan avoid repurchase and warranty risk from the government-sponsored enterprises and extend the program to cover loans originated prior to June 2010 instead of June 2009.

Between 3 million and 4 million GSE borrowers are underwater, but to date, 1.2 million refinanced through HARP, and only 100,000 of them had loan-to-value ratios above 105%, according to Mark Zandi, chief economist at Moody?s Analytics. The housing analytics firm Zillow ($40.27 -0.59%) released a report Thursday suggesting that the negative equity problem might be larger than originally thought.

While the Menendez-Boxer ideas have been floating around for some time, some parts of the bill at least garnered support from opposing Republicans Thursday, suggesting that a gridlocked Senate may be nearing a compromise.

?I?m open to this. I hope that we?ll have a real mark-up on this bill,? said Sen. Bob Corker, R-Tenn.

However, Corker expressed some concern about allowing borrowers to refinance through the program multiple times. He also signaled opposition to expanding the eligibility date to June 2010.

?There?s been an unwritten rule that ? we would not fiddle with things beyond June of 2009,? Corker said.

Zandi, a proponent of the bill, agreed.

?Between June 2009 and June 2010 there were already low rates, and I don?t think you?re giving up a lot of refinances if you keep the date where it is,? he said.

Increasing competition for an expanded HARP seemed to get the most support. Roughly 70% of GSE loans are serviced by the largest banks. Under the expanded program, the original servicer is required to underwrite a new loan to GSE guidelines. Instead, it must only verify a reliable source of income.

If a borrower goes to a new servicer for a HARP refi, the new bank must meet GSE underwriting guidelines for a new loan, thus making it more exposed to buy back the loan should it default.

?We need to inject competition into a market where the largest servicers have an unfair monopoly,? Menendez said at the hearing.

But so much business going to these firms is also slowing down the program.

?They simply can?t ramp up platforms and hire people fast enough to help the millions of homeowners eligible,? said Bill Emerson, CEO of Quicken Loans, which could see a wave of new business if the restrictions are lifted for new servicers. ?This results in higher prices for new HARP 2.0 mortgages than otherwise would have existed. Simply implementing more competition could help million of underwater borrowers in short order.?

Corker said he was open to this as long as taxpayers wouldn?t be left without a major tool to limit bailouts needed for Fannie and Freddie.

?I would be open to streamlining in such a way without eviscerating the GSEs ability to put the loans back,? Corker said. ?We are saving taxpayers a lot of money by putting loans back.?

Christopher Papagianis, managing director for the economic policy think tank e21, is concerned mortgage bond investors, overwhelmed by the continual expansion of government programs, would begin pricing in such a risk, demand more yield and thus making home loans more expensive in the future.

?The new HARP only just began in March. It?s also important to recognize that implementing a new program would delay the HARP 2.0 boom that is not yet underway,? Papagianis said.

Zandi stressed throughout the hearing that something should be done soon while the Federal Reserve, which happens to be largest investor in mortgage bonds, is keeping rates low.

In 2003, when fixed-rate mortgages were between 5.5% and 6%, mortgages refinanced at an annualized rate of more than $4 trillion, Zandi said in his written testimony. The current level is roughly a fourth of that.

?I would not try to not complicate this in anyway, unless it is clear that it would make it better, because it would slow things down and you will lose your window,? Zandi told Menendez. ?We are very, very close to more refinancing.?

FBI Web Surveillance: Bureau Creates Unit To Eavesdrop On ...

With the Federal Bureau of Investigation's recent push for web wiretaps and increased Internet surveillance, the U.S. seems to be edging closer to the fictional state described in George Orwell's "1984."

As CNET reported earlier this week, the FBI recently created a secret web-surveillance unit, the Domestic Communications Assistance Center, aimed at creating tech that would allow the authorities to more easily eavesdrop on Internet and wireless communications. The DCAC will act as hub for all web surveillance, but will not be directly involved in executing Internet wiretapping court orders or operating investigations if proposed legislation passes as planned.

The DCAC is a collaborative effort between the FBI, U.S. Marshals Service and the Drug Enforcement Agency. According to CNET, the center will not only be responsible for developing new wiretapping tech and analyzing court ordered data, but will also be charged with tracking and decoding Skype conversations.

The DCAC is a brick-and-mortar product of the FBI's "Going Dark" Internet wiretapping program. As more calls are taking place online through voice over IP (VoIP) services like Skype, the FBI, in particular, has made it quite clear that it is not happy with the difficulty of monitoring these types of conversations.

In order to bypass this obstacle, the FBI is asking Internet companies to go along with legislation that would require web companies like Facebook, Google and Skype to make their platforms "wiretapping-friendly." The proposed legislation is an amendment to a 1994 law, the Communications Assistance for Law Enforcement Act, which only applies to telecommunications companies.

Although the Federal Communications Commission extended the law to apply to broadband networks in 2004, the FBI is seeking to expand it even further. So far, the proposed amendment has been approved by the Department of Justice, but has yet to be introduced in the legislature.

Attorneys who work in the Internet privacy industry are skeptical the FBI's proposed amendment will find much success.

"Unlike the Patriot Act, which was enacted shortly after 9/11, unless the FBI can show current immediate concern for harm, it will be a difficult initiative to push through," Marc Roth, an attorney at Manatt, Phelps & Phillips, told TechNewsWorld. He added that the FBI will likely see great opposition from civil liberties groups.

By requiring mandatory backdoors within social networking sites, VoIP services and messaging programs, the FBI would be able to quickly and easily tap into any online communications.

The purpose and rationale of the DCAC, which is also referred to as the National Domestic Communications Assistance Center or NDCAC, was outlined in FBI General Counsel Valerie Caproni's February 2011 testimony before a House Judiciary Committee.

In a statement sent to CNET's Declan McCullagh, the FBI summed up the description of the DCAC (used herein as NDCAC) as follows:

The NDCAC will have the functionality to leverage the research and development efforts of federal, state, and local law enforcement with respect to electronic surveillance capabilities and facilitate the sharing of technology among law enforcement agencies. Technical personnel from other federal, state, and local law enforcement agencies will be able to obtain advice and guidance if they have difficulty in attempting to implement lawful electronic surveillance court orders.

Funding for the DCAC is provided under the Commerce, Justice, Science and Related Agencies Appropriations Bill for fiscal year 2012. In sum, Congress allocated $8,244,000 and 13 positions for operation of the center.

Low birthrates raise concern | barmitzvahs.biz

In the lively debate that has followed the American publication of my book ?The Conflict,? much has been said and written about the pros and cons of breastfeeding and mothers staying at home. But this larger issue receives scant attention.

In the United States, where fertility rates remain high, 20% of women are childless, which is twice as many as 30 years ago. There are an estimated 18% in England, 20% in Italy, and between 21% and 26% in Germany. We do not have figures for childless Japanese women, but we do know that Japan has one of the lowest fertility rates in the world, along with Germany, where it hovers at 1.3 children.

Although a minority of women choose not to have children, the trend constitutes a genuine revolution, pointing to some unspoken resistance to motherhood. As we know, as soon as women were able to control reproduction, pursue studies, enter the job market and aspire to financial independence, motherhood stopped being an inevitable, self-evident step and became a choice instead. Whether we like it or not, motherhood is now only one important aspect of women?s identity, no longer the key to achieving a sense of self-fulfillment. And the rate at which women are saying no to children ? most notably among those with college education ? suggests that the choice, for many, threatens the other facets of their identity: their freedom, energy, income and professional accomplishments.

No country can afford to ignore a decline in its birthrate. In the long term, a nation?s pension payments, power and very survival are at stake. To curb the drop in recent decades, some European governments have re-evaluated their family policies. Germany?s example is especially instructive: Although the state?s family policies are now among the most generous in Europe ? a parent who stays home with a child receives 67% of his or her current net income for up to 12 months ? they have failed to boost the birthrate or reverse the figures for childless women.

Germany?s policies provide considerable financial help, but they essentially encourage mothers (recent figures show that only 15% of fathers take advantage of the leave) to quit the work force. Only an astonishing 14% of German mothers with one child in fact resume full-time work. Thus the family policies end up promoting the role of the father-provider, while mothers in effect feel the need to choose between family and work from the moment the first child is born, an especially risky proposition when one in three marriages ends in divorce.

In this situation, where a high number of mothers are able to stay at home but the birthrate remains exceptionally low, the message is clear: Women do not want policies that serve only to support mothers in their family life. For women to want children, they require policies that support the full range of their needs and roles and ambitions ? maternal, financial, professional.

The varying European experiences show that the highest birthrates exist in the countries with the highest rates of working women. It is, therefore, in society?s interest to support working motherhood, which requires considerable public investment. Generous leave is not, by itself, an incentive. To raise more than one child, a mother must have access to high-quality, full-day child care, but that is still not enough. Income equality, flexible work hours and partners sharing family-related tasks ? these are the essential components that will allow women to be mothers without forgoing their other aspirations.

Tellingly, these are the rallying causes of traditional feminism, more pressing and relevant than ever. It turns out that profound feminist reform, in the workplace and in family policies, might just be what is needed to keep the birthrate from free fall.
